Chapter-13

OTHER DEPARTMENTS

   The organisational set-up for the general administration and revenue  administration of the district, and for the maitenance of law and order and dispensation of justice,in it have already been dealt within chapters 10,11and 12 respectively. The structures of the departments of argriculture animal husbandry co-operative education horticulture,industries irrigation and public works at the district level is briefly discussed below.

                                                 Agriculture Department

      The main function of this department is to boost farm produce. In order to achieve this object the department arranges training of farmers in modern scientific techniques and ensures quick supply of various inputs such as improved seeds, chemicals fertilizers improved implements insecticides and pesticides against cash or taqavi loans.

                 Demonstrations at government and private farms are held to  impart the latest know-how to cultivators. As a further, incentive to them short term courses are also held periodically at the block and village levels to disseminate knowledge of improved techniques in the field of agricultural production. If agricultural diseases assume epidemic proportions, the department under tades queck measures to combat them. Arrangements are also made to provide costly agricultural implements like tractors and threshers to cultivators on hire at reasonable rates. This district comes under the Jurisdiction of the deputy director of agriculture having headquarters at Agra. Locally, the district agriculture officer runs the administration of the department with the aid of a team of workers consisting of a senior horticulture officer, a district horticulture officer. a district horticulture inspector and other staff. These officers supervise the various steps taken for extension of agriculture and assist in the  formulation and implementation of the five year Plan scheme, which, inter-alia, include cotton jute and oil-seeds development programmes.

                The  functions of this department at the block and field level are carried out by the assistant development officer (agriculture) and village level workers respectively.

 Sol Conservation :-  

             The district has a soil conservation officer who supervises the ambitious programme of soil conservation, he is assisted by a technical assistant, a demonstrator and other staff. s

                Every year new areas are selected by the soil conservation officer for the purpose of soil conservation. He prepares estimates of the in come and expenditures of the new areas, the details of work to be undertaken and familiarises the cultivators with the programme. Over seers prepare estimates of the plans including masonry work. Four soil conservation inspectors supervise the work of planning. budgeting, and evaluation and undertake measurements in their respective sub-units, The assistant soil conservation inspectors assist in the execution of the masonry work within their jurisdictions. Construction of contour bands and check dams, escapes, afforestation and minor irrigation works are carried out by the department.

                             ANIMAL HUSBANDRY DEPARTMENT

                 The district falls within the jurisdiction of the deputy director of animal husbandry, stationed at Agra, the district live-stock officer is in charge of schemes for the development of live-stock and fisheries in the district. His job involves undertaking schemes to improve cattle breeds and other herds, develop poultry, prevent animal diseases, control epidemics. popularise green fodder and achieve the targets set in the five year Plans.

                                                CO - OPERATIVE DEPARTMENT

                The district falls within the jurisdiction of a deputy registrar having his headquarters at Agra.

                This department deals with the organisation, registration, supervision and working of various co-operative societies in the district, besides attending to administrative and disciplinary function like supervision and control were departmental staff and inspection of co-operative units.

                The  assistant registarar (co-operative ) at the district level, besides exercising control over the co-operative staff and institutions, supervises all activities connected with the management and promotion of co-operative  societies in the district. He is assisted by 3 additional district co-operative     officers of the  wholesale co-operative  consumer stores, co-operative marketing societies and the societies functioning in the blocks. There is a separate inspector to deal with the 30 farming societies working in the district.                                               

                                                 EDUCATION DEPARTMENT

                The district falls within the jurisdiction of the deputy director of education and regional inspectors of girls' schools, both having their headquarters at Agra.

                The regional inspectors of girls. schools, Agra region in overall charge of girl' education in the region. She is assisted by a deputy inspectors of girls' schools who looks after girls' education up to the junior high school level. In addition, there are 4 assistant inspectresses of girls' schools.

                The district inspector of school is responsible for the supervision control and inspection of educational institutions up to higher secondary  level. In addition,  there are two deputy inspectors and  19 sub deputy inspectors of schools. These officers are responsible for the inspection and running of basic schools falling in the blocks in their charge.

                The Zila Basic Shiksha Adhidare (Mainpuri)  has since 1972 been  supervising education in all primary an junior high schools, he controls and  guides the teaching and other staff of these institutions  including those  serving under the municipal boards.

                The department, besides imparting education, tries to place  due  emphasis on the need for building up a sound moral character and physique  among the  students; games, physical education, and training in scouting, have  been introduced in the educational  institutions with this end in view.                                             

                                         HORTICULTURE DEPARTMENT

                The  department was originally affiliated to the department  agriculture and undertook the task of rejuvenation of old orchards through  improved methods.

                The main functions of the department are implementation of various  horticulture schemes in the district such as growing of nurseries on  scientific lines, supply of plants, vegetable seeds; seedlings and also  providing technical guidance to horticulturists and vegetable growers. The  department also supplies insecticides and pesticides.

                The senior horticulture inspector is responsible for the extension of  horticulture in the district. He is assisted by a junior inspector and several malis in the laying out of orchards, supply of plants, vegetable seeds and  seedlings and related work.

                                       INDUSTRIES  DEPARTMENT

                 The district falls within the western sub-zone, Agra. At the district  level the department is headed by the district industries officer, who is responsible for promotion of industries, effective control on the use of raw  material and  procurement of financial assistance and other inputs for  entrepreneurs. He carries out periodical surveys to assist the industrial  potential of the district with a view to advise abort the setting up of new  industries. He is assisted by 2 industries inspectors whose  duties include  intensive development of small scale in industries and expansion and diversification of industrial activities in their  respective areas.
